RPC calls seem to timeout in SG4.3.1

Problem

There are 2 involved actions that seem to go wrong after the upgrade from SG4.1.3 to SG4.3.1:
1) Not able to load static templates to devices (APPLY_FAILED)
2) Not able to upgrade devices (Device not reachable response)
 

Environment

ReadHat Linux 6.1
Jboss 6.1
Oracle 11g
 

Cause

A bug that was introduced in SG 4.3.1 where the File Transfer timeouts have been replaced with the by the regular RPC timeouts. Hotfix RM814 addresses this particular issue. In our OOTB defaults, the file transfer timeouts are 905000ms for the ACSAPI, and 900000ms for the CPE, while the regular RPC timeouts are 900000ms for the ACSAPI, and 15000ms for the CPE. The bug was sending the shorter regular RPC timeouts for RPC that involve file transfers, thereby causing them to timeout prematurely before the file download actually completed.
