threads cause Row lock contention in SPRT_NC_CPE table

Problem

A customer installation suffers from lower than normal performance, one of the causes seems this row lock contention of the SPRT_NC_CPE table.

Environment

Cause

Under investigation, two different threads seem to try to update this table at the same time, this isssue was seen before at 2 MSSQL customers and is solved there. Now we need to implement the same change for Oracle.

Solution

A Hotfix is created: 1424 related issue = 24432
